The Construction Training Fund (CTF) is pleased to announce the successful recipients of the 2025-26 Capital Grant Program, a $5 million initiative supporting private Registered Training Organisations (RTOs) to expand and modernise training infrastructure across Western Australia.
The Capital Grant Program strengthens the capacity of RTOs to deliver high‑quality, future‑focused training that meets the needs of WA’s evolving construction industry. This year’s program supports projects that enhance training delivery, improve accessibility, particularly in regional areas, and align with the State’s transition to sustainable, low‑carbon construction practices.
2025–26 Capital Grant Recipients
Following a comprehensive assessment process, grants have been awarded to the following organisations:
These projects demonstrated strong alignment with CTF’s strategic priorities, including the adoption of new technologies, expansion into regional communities, and the development of training facilities that support WA’s climate and energy transition.
Purpose of the Capital Grant Program
The Capital Grant Program supports RTOs to:
- Increase training capacity in high‑demand construction fields
- Deliver training that advances WA’s climate goals and energy transformation
- Improve access to training in regional and remote areas through local facilities and mobile or digital delivery
- Upgrade infrastructure to support modern, industry‑aligned training
This initiative forms part of the State Government’s Made in WA plan and reflects CTF’s commitment to building a skilled, safe and sustainable construction workforce.
Eligibility and Assessment
To be considered for funding, applicants were required to:
- Be a private RTO registered with ASQA or TAC
- Demonstrate financial need and project viability
- Provide evidence of appropriate insurance and maintenance planning
- Own or lease the land or building where the project will be delivered
- Submit a project aligned with CTF’s capital expenditure and strategic priorities
Applications for the 2025-26 round were open from 8 September to 17 October 2025, with assessments conducted throughout October and November.
Next Steps
Grant recipients will now proceed to project planning and delivery. All funded projects must commence within six months of approval and be completed within 18 months. Recipients will report quarterly on financial progress and key performance indicators, including training outcomes and student experience measures.

2025 Capital Grant Program results
In total, approximately $4.1 million of the $5 million funding pool was awarded. Negotiations with successful applicants commenced in January 2026.

Recipient 1
Skypass Pty Ltd (Tom Price and Sons)
Amount Awarded: $56,431.02
Purpose of Award:
Design and construct a purpose-built rigging training structure using steel tilt-panels at its Davenport facility. This structure will enable the delivery of both basic and intermediate rigging high-risk work licence training, in line with current national assessment requirements.

AUSQ Training / The Trustee for AUSQ Unit Trust
Amount Awarded: $57,050.00
Purpose of Award:
Acquire Portable Traffic Control Device (PTCD) units to support the delivery of mandatory traffic management training required for the construction industry, commencing March 2026. The project will enable AUSQ to deliver accredited, industry-aligned training across regional and remote Western Australia, in line with Main Roads WA requirements, with PTCD training becoming mandatory for anyone issued with Main Roads Traffic Controller accreditation from 1 March 2026

College of Electrical Training/Electrotechnology Training Institute
Amount Awarded: $4,000,000.00
Purpose of Award:
Construction and fit-out of a new, purpose-built training campus in Midland to address the need for additional electrical workers in Western Australia
