CTF Capital Grants Awarded 2024
The CTF Capital Grant Program was launched to boost the training capacity of private Registered Training Organisations (RTOs) in the building and construction sector. Announced on 5 November 2023, the Capital Grants Program is fully funded by the Construction Training Fund with an allocation of $5 million to help support the building and construction industry.
Applications for the 2023-24 capital grant program were open from 1 March 2024 to 22 April 2024.
After a thorough evaluation process, the Grants were awarded to three recipients:
Grant purpose
The Capital Grants Program aligns with the Construction Training Fund’s vision to increase the number of skilled workers in the building and construction industry. By supporting infrastructure development, the Program enables workforce training and contributes to Western Australia’s transition to renewable energy technologies.
Eligibility criteria
Each project was required to meet the criteria for capital expenditure.
- RTOs had to be registered with the Australian Skills Quality Authority (ASQA) or the Training Accreditation Council (TAC) in Western Australia.
- RTOs had to demonstrate financial need and that they could not meet the project’s total cost.
- Projects had to contribute to the objectives of the Capital Grant Program, such as increasing the number of skilled workers in the building and construction industry or improving the quality of training.
- Projects had to meet criteria for capital expenditure, including planning, erection, alteration, extension, demolition, or refurbishment of buildings or facilities.
- RTOs had to have adequate insurance and an appropriate maintenance plan for funded facilities.
Key performance indicators
Grant recipients were required to report on financial expenditure and KPI outcomes quarterly. Key performance indicators included:
- Demonstrated increase in training.
- Demonstrated quality of training through student surveys.
Application and evaluation process
Applications for the 2023-24 capital grant program were open from 1 March 2024 to 22 April 2024. Six applications were received, with the following outcomes:
- Three projects were recommended for funding on 21 June 2024.
- One project was provisionally approved, pending further negotiations on funding value.
- One project was deemed unsuitable for funding.
2024 Capital Grant Program results
In total, approximately $3.6 million of the $5 million funding pool was awarded. Negotiations with successful applicants commenced in August 2024.
Recipient 1
Electrotechnology Training Institute (ETI)
Amount awarded: $3,093,950
Purpose of Award:
-
- Refurbish and build training facilities in Jandakot and Joondalup.
- Train an additional 4,500 students over ten years.
- Focus on electrical trades essential for renewable energy technologies.
- ETI’s in-kind contribution: $1,848,850.
- Anticipated project completion: April 2026.
Recipient 2
Group Training South West
Amount awarded:
- $274,911
Purpose of Award:
- To upgrade the training centre to maximise renewable energy use and decarbonisation process (solar power)
- Increase training capacity and quality (training simulators).
Recipient 3
Australian Training Management
Amount awarded:
- $147,800
Purpose of Award:
- To procure a hybrid vehicle and trailer to deliver training to regional areas in WA (Wheatbelt, Mid West, South West and Great Southern.
