Empowering RTOs to build the future of WA’s construction workforce
Construction Training Fund (CTF) is proud to launch the 2025-26 Capital Grant Program, a $6 million investment in the future of construction training across Western Australia. This initiative is designed to support private Registered Training Organisations (RTOs) in delivering high-quality, accessible and future-focused training through capital upgrades and innovation.
Whether you're looking to expand into regional areas, adopt new and immersive technologies or upgrade your facilities to meet emerging industry needs, CTF’s Capital Grant funding program offers a unique opportunity to strengthen your impact and grow your capacity.
Purpose of the CTF Capital Grant Program
WA’s construction industry is evolving rapidly, driven by the State’s energy transformation, infrastructure pipeline and demand for low-carbon, sustainable building practices. To meet these challenges, we need a skilled, adaptable workforce trained in modern construction methods and technologies.
The CTF Capital Grant Program will support RTOs to:
- Deliver training that will advance WA’s climate goals and economic transformation by promoting sustainable construction, climate resilience and the shift to renewable energy. This includes energy-efficient infrastructure, low-carbon building methods and training for emerging clean energy technologies.
- Expand access to training in regional and remote areas via local infrastructure, mobile delivery, including the deployment of digital and mobile technologies to overcome geographical barriers and deliver high-quality training remotely.
This initiative is part of the State Government’s Made in WA plan and reflects CTF’s commitment to building a skilled, safe and sustainable construction workforce.
Who can apply?
The program is open to private RTOs that meet the following criteria:
- Registered with ASQA or TAC in WA
- In good standing with your regulator
- Not a State Government entity (e.g. TAFE colleges)
- Able to demonstrate financial need and project viability
- Have a clear maintenance plan and appropriate insurance
- Own or lease the land/building where the project will take place
Only one application per RTO will be accepted. Joint applications or partnerships are welcome, provided one lead applicant is nominated.
What types of projects are eligible?
Eligible projects must involve capital expenditure and align with CTF’s strategic priorities. See the Eligibility Guidelines for more information
Projects must be ready to commence within six months of funding approval and be completed within 18 months. All applications should demonstrate how the project will improve training delivery, accessibility and alignment with industry needs.
Key dates:
- Applications open: Monday 8 September 2025
- Applications close: Friday 17 October 2025 at 5:00pm AWST
- Assessment period: October–November 2025
- Grants awarded: Week commencing 8 December 2025

- A detailed project proposal
- Budget and timeline
- Evidence of need and impact
- Risk management and maintenance plans
