

CTF Capital Grant Program Strengthens WA’s Construction Workforce
Applications are now open for the Construction Training Fund’s (CTF) Capital Grant Program.
To support Western Australia’s construction workforce, this year’s grant pool has doubled to $10 million.
This grant funding will support investment in training infrastructure for private Registered Training Organisations, helping to strengthen Western Australia’s construction workforce and support the transition to a low‑carbon economy.
The first round in 2024 gave $3.8 million to four private Registered Training Organisations (RTOs). This was followed in 2025 by the award of $4.1 million to projects focused on clean energy skills, regional access, and digital training innovation.
Building on this momentum, the 2026 funding pool has doubled to $10 million, reinforcing CTF's commitment to industry-led investment and helping create the workforce of the future.
Grants are awarded to private RTOs based on need and alignment with grant priorities.
These priorities include housing supply, workforce growth, diversity, modern methods of construction, and improved access to training across regional Western Australia. See more below.
Eligibility and Assessment
To be considered for funding, applicants are required to:
- Be a private RTO registered with ASQA or TAC
- Demonstrate financial need and project viability
- Provide evidence of appropriate insurance and maintenance planning
- Own or lease the land or building where the project will be delivered
- Submit a project aligned with CTF’s capital expenditure and strategic priorities
- Capital expenditure supported by the Fund must demonstrably contribute to increasing training capacity and/or improving the quality of training.
Funding will support projects that contribute to one or more of the following Board‑endorsed priorities:
- Promoting and expanding the number of skilled workers to support the residential housing sector
- Ensuring growth of apprentices to support the clean energy transition, including expansion of transmission infrastructure, renewable generation and storage, and new green industry
- Addressing the lack of gender equality and diversity more generally in the construction sector through strategies and measures to address cultural and other barriers to increase participation rates
- Supporting modern methods of construction
- Improving the retention of the construction workforce
- Expanding access to training in regional and remote areas via local infrastructure, mobile delivery, including the deployment of digital and mobile technologies to overcome geographical barriers and deliver high‑quality training remotely
